County Confirms Commitment to Emergency Preparedness


Covenant of Courage and JLBC Cadet Corps Join the Mission to Educate Youth on Disaster Readiness


Emergency preparedness is a top priority for San Diego County officials, who have reaffirmed their dedication to safeguarding residents through continued investment in disaster response infrastructure. With over $1 billion allocated since 2003, the County efforts include enhancements in firefighting resources, emergency alert systems, and multi-agency coordination.


Beyond government efforts, local organizations like Covenant of Courage and the JLBC Cadet Corps are stepping up to prepare the next generation for emergencies. Through programs like SoCal Survival, youth from 4th grade through high school learn critical survival skills that have already proven life-saving in real situations. These classes empower young people with the knowledge and confidence to act decisively when disaster strikes.


Multi-Agency Approach to Emergency Preparedness


During a recent Board of Supervisors meeting, County safety officials provided an update on emergency preparedness strategies. Recognizing the persistent wildfire risk in the region, County Chief Administrative Officer Ebony Shelton emphasized the importance of readiness.


Every season is wildfire season in San Diego. County government has a critical responsibility to prepare for the next catastrophic incident and respond when the moment strikes to save lives, Shelton said.


Collaboration remains at the heart of the County’s approach. Partnerships between cities, safety agencies, and community organizations help strengthen emergency resources, ensuring a swift and effective response to disasters.


Office of Emergency Services: An All-Hazards Approach


The County’s Office of Emergency Services (OES) plays a central role in coordinating disaster preparedness efforts. Under the leadership of Director Jeff Toney, OES follows an all-hazards approach”planning for wildfires, earthquakes, floods, and other potential crises.


The County Emergency Operations Center activates during major disasters, bringing together first responders, public health officials, and utility companies. Communication is a priority, with technologies like the Genasys Protect evacuation management system improving how residents receive emergency alerts and evacuation instructions.


San Diego County Fire/Cal Fire: Strengthening Fire Protection


Following the devastating 2003 wildfires, San Diego County established a partnership with Cal Fire to improve wildfire response. This collaboration led to the formation of San Diego County Fire in 2008, creating one of Californias largest fire protection networks.


With 39 fire stations, five fire camps, and two aviation facilities, the Countys fire response capabilities are robust. Chief Tony Mecham highlighted the importance of this investment, stating:


With 20 agencies consolidating into one and massive investments by the County, we have transformed a vision into one of the largest fire protection agencies in the state.


Technological advancements have further strengthened fire response. Over 150 real-time monitoring cameras help detect wildfires early, while 12 aerial firefighting resources ensure rapid response to fires across the region.


Sheriff Office: Key Role in Evacuations and Emergency Response


The Sheriff Emergency Services Division plays a crucial role in evacuations and disaster response. Units such as the Special Enforcement Detail, Crisis Negotiation Team, Canine Unit, Bomb Arson Unit, and ASTREA (Aerial Support to Regional Agencies) contribute to public safety during emergencies.


The Emergency Planning Detail (EPD) has helped implement the Hi-Lo siren system for evacuation alerts and oversees the use of the Genasys Protect software to streamline evacuation efforts.


If you receive an evacuation order, there is an immediate threat to your life, and you need to leave right now, warned Captain Ted Greenawald.


Deputies are trained for wildfire response and participate in joint exercises with fire agencies. The ASTREA aviation unit supports firefighting efforts, conducting over 6,400 missions in 2024, including 301 fire responses and 287 rescues.


Community Support: More Than Just First Responders


Emergency preparedness extends beyond fire and law enforcement. Several County departments provide critical support:

Animal Services: Ensures pet and livestock evacuation readiness.

Health and Human Services Agency: Provides medical, behavioral health, and public health resources.

Environmental Health and Quality: Manages hazardous materials response and shelter inspections.

Public Works: Clears roads, maintains flood control systems, and ensures safe evacuation routes.


County employees also contribute through the Ready Disaster Service Worker Program, assisting in emergency operations and shelters.


Covenant of Courage and JLBC Cadet Corps: Educating the Next Generation


While the County builds infrastructure for disaster response, Covenant of Courage and the JLBC Cadet Corps focus on education and preparedness training for youth. The SoCal Survival program teaches students essential survival skills, ensuring they know what to do in an emergency.


This training has already made a difference. Several cadets have successfully helped their families evacuate and stay safe during emergencies because they knew exactly what to do. These real-life success stories underscore the importance of community-driven preparedness programs.
