Why Covenant of Courage and JLBC Cadet Corps Are Implementing CERT Training

In a time when natural disasters, civil emergencies, and community crises are becoming increasingly common, the need for trained, prepared, and resilient youth leaders is more urgent than ever. That’s why Covenant of Courage, a nonprofit supporting veterans and youth, and the JLBC Cadet Corps, a leadership and service-oriented youth development program, are integrating CERT (Community Emergency Response Team) training into their educational model.

What Is CERT?

The CERT program, developed by FEMA, equips volunteers with essential disaster response skills—such as fire safety, light search and rescue, basic medical operations, and team organization. CERT is designed to empower everyday citizens to assist themselves and others when professional responders are delayed or overwhelmed.

Why It Matters for Youth and Veterans

Covenant of Courage and JLBC Cadet Corps believe in preparing individuals not only to serve—but to lead. Implementing CERT helps both veterans and cadets:

  • Develop Real-World Readiness: Trainees gain hands-on experience with emergency protocols, from first aid to evacuation procedures.

  • Build Confidence and Leadership: CERT promotes calm, decisive action in high-stress situations, sharpening leadership and teamwork.

  • Serve the Community: Whether during wildfires, floods, or local events, CERT-trained individuals can support shelters, distribute supplies, or direct neighbors to safety.

A Unique Model of Intergenerational Service

By combining veterans' experience with cadets' enthusiasm and training, the program fosters mentorship and mutual growth. Veterans find renewed purpose as trainers and role models, while cadets gain life-saving skills and civic responsibility.

Customized to Local Needs

CERT isn’t one-size-fits-all. Each community tailors its training to likely hazards. In Southern California, CERT for JLBC cadets includes earthquake response, fire suppression, and emergency communications, with plans to expand into ham radio and CERT Teen initiatives.

JLBC Cadet Corps is not just about physical training or discipline—it’s about empowerment. Adding CERT turns cadets into capable first responders and informed citizens. For Covenant of Courage, it strengthens its mission of uplifting veterans, youth, and communities through action and education.
