At Covenant of Courage, we believe that purpose doesn’t end with service—it evolves. Founded by U.S. Marine Corps veteran Kirk Carlson, our nonprofit is on a mission to uplift transitioning veterans, at-risk youth, and communities in need through leadership, preparedness, and public service.
Our flagship initiative, the JLBC Cadet Corps, is a groundbreaking program where veterans lead the next generation. Youth between the ages of 12 and 18 receive structured training in:
Disaster preparedness (CERT-aligned)
Leadership and civic responsibility
Tactical fitness and team-building
Public speaking and mission-based service
Veterans, many of whom are navigating their own transitions from military to civilian life, serve as instructors, mentors, and leaders—reclaiming their purpose while instilling confidence, discipline, and resilience in the youth they guide.
Scaling with Intention and Strategy
To expand the reach and impact of our programs, Covenant of Courage has launched a series of strategic funding outreach initiatives, targeting nationally respected grantmakers and veteran-focused foundations. This includes direct communication with the Bob Woodruff Foundation, a national leader in veteran support and community resilience.
We’ve personally contacted key program officers and submitted letters of interest requesting support for:
Training 100+ veterans as certified instructors and mentors
Enrolling 500+ youth cadets across multiple regional hubs
Launching mobile operational cells ready for local emergency response
Hosting statewide summits and community service deployments
This funding would support uniforms, gear, instructor stipends, digital infrastructure, and regional scaling—ensuring we can serve more youth and activate more veterans across California and beyond.
Our Structure: Built for Mission Impact
We’ve designed a scalable, multi-tiered structure grounded in discipline, ethics, and accountability:
A Central Command Unit leads strategy, compliance, and training oversight
Regional Divisions execute programs with local instructors and youth leaders
Operational Cells carry out specialized missions in emergency readiness, media, fitness, and outreach
A dedicated Ethics Council and Community Review Panels ensure transparency and values alignment at every level
This framework doesn’t just support growth—it strengthens it.
