Riverside, CA — The JLBC Cadet Corps is redefining youth leadership training with a program that blends military discipline, real-world skills, and community service — all taught by veterans who have lived the values they now pass on to the next generation.

This unique initiative is more than a cadet program. It’s a launchpad for personal growth, designed to instill confidence, resilience, and leadership in young people aged 12–18, especially those from underserved communities. The program combines physical training, teamwork exercises, civic responsibility, and public speaking — all rooted in the core principles of discipline, service, and integrity.

What Makes JLBC Cadet Corps Stand Out

  • Veteran-Led Training: Every instructor brings firsthand experience from military service, offering authentic mentorship and leadership insight.

  • Holistic Development: Cadets are challenged both physically and mentally through tactical fitness, leadership drills, and critical thinking scenarios.

  • Community Connection: Participants engage in local service projects, emergency preparedness drills, and civic events, learning the value of service beyond self.

  • No-Cost Access for Qualifying Students: The program is free for students who meet qualification criteria, ensuring opportunity is never limited by financial barriers.

Why This Program Matters

The JLBC Cadet Corps addresses a growing gap in youth development by offering structured mentorship in a world where many teens lack consistent guidance. By training alongside veterans, cadets gain not only skills, but also a sense of belonging, mission, and accountability that will serve them in any career path — military or civilian.

Join the Mission

Enrollment is limited to ensure every cadet receives individualized attention and mentorship. For those ready to step up, lead, and serve their community, the JLBC Cadet Corps offers a path to transform potential into purpose.

At Covenant of Courage, we believe that purpose doesn’t end with service—it evolves. Founded by U.S. Marine Corps veteran Kirk Carlson, our nonprofit is on a mission to uplift transitioning veterans, at-risk youth, and communities in need through leadership, preparedness, and public service.

Our flagship initiative, the JLBC Cadet Corps, is a groundbreaking program where veterans lead the next generation. Youth between the ages of 12 and 18 receive structured training in:

  • Disaster preparedness (CERT-aligned)

  • Leadership and civic responsibility

  • Tactical fitness and team-building

  • Public speaking and mission-based service

Veterans, many of whom are navigating their own transitions from military to civilian life, serve as instructors, mentors, and leaders—reclaiming their purpose while instilling confidence, discipline, and resilience in the youth they guide.

Scaling with Intention and Strategy

To expand the reach and impact of our programs, Covenant of Courage has launched a series of strategic funding outreach initiatives, targeting nationally respected grantmakers and veteran-focused foundations. This includes direct communication with the Bob Woodruff Foundation, a national leader in veteran support and community resilience.

We’ve personally contacted key program officers and submitted letters of interest requesting support for:

  • Training 100+ veterans as certified instructors and mentors

  • Enrolling 500+ youth cadets across multiple regional hubs

  • Launching mobile operational cells ready for local emergency response

  • Hosting statewide summits and community service deployments

This funding would support uniforms, gear, instructor stipends, digital infrastructure, and regional scaling—ensuring we can serve more youth and activate more veterans across California and beyond.

Our Structure: Built for Mission Impact

We’ve designed a scalable, multi-tiered structure grounded in discipline, ethics, and accountability:

  • A Central Command Unit leads strategy, compliance, and training oversight

  • Regional Divisions execute programs with local instructors and youth leaders

  • Operational Cells carry out specialized missions in emergency readiness, media, fitness, and outreach

  • A dedicated Ethics Council and Community Review Panels ensure transparency and values alignment at every level

This framework doesn’t just support growth—it strengthens it.

Why It Matters Now

With climate threats, civil emergencies, and rising youth disengagement, our communities need trained, ethical, and prepared leaders—not tomorrow, but today. Covenant of Courage stands ready to answer that call.

Every cadet we train is a future leader. Every veteran we activate is a force multiplier for good. Every dollar we receive moves our mission forward.

How You Can Help

We invite you to:

  • Partner with us as a sponsor, foundation, or municipal collaborator

  • Volunteer as an instructor, advisor, or mentor

  • Donate to help us equip cadets, train veterans, and build regional response teams

  • Share our mission and invite others to join the movement

We are Covenant of Courage—and we’re building a legacy of leadership, service, and resilience.
